Based on this graph, it seems that there is no such a strong relationship between latitude and wind speed. However, in northern hemisphere, as distance from the equator increases, the windiness increases. Most cities have wind speeds less than 15 mph and the wind speed for each sampled city also seems to increase as the latitude increases. Although the wind speed of most sampled cities are less than 15 mph, a possible prediction that we could still conclude: there exists a certain relationship between latitude and windiness in both hemispheres and the relationship becomes stronger as latitude increases.
